Summary:
In Sandra Pearls "Understanding Composition", Anne a New York teacher is understood to be a very passionate writer. She gives and explains examples of herself when she writes, she shows simple mistakes and quality steps on how to correct them. She tries to make readers understand "felt sense" and "paying attention".
"Felt Sense" is you being able to connect the topic you are writing and make it come naturally. It's means you've had so much practice in writing and now writing comes naturally, but you can't be the only one relating to it. The reader will have to relate to it as well so it can't be a very personal relation in which the reader won't understand.

"Paying attention" is very similar to "felt Sense", but it just means you have to focus in on the topic and figure out and understand it so your writing can just come naturally when you're relating it to what your wring about.

Question: What does the author mean by "the basic process begins with paying attention"?

Response: It does begin with paying attention, you need to capture the basic topic and understand it, because without paying attention you won't be writing much.
